How many times have we indulged in the wrong thing even though we knew it was wrong. Drug users are going to use whether they are given clean needles or not so why not do what we can to stop the spread of AIDS or some other disease. I don't think giving them clean needles encourages drug use because they will only stop when they are ready to.
